It is a disturbing thought that the greatest enemy is usually the enemy within. It is thus axiomatic that, without the active support of our political classes and civil servants, the writ of the European Union would not hold in this country. Their laws are our laws, enforced by our officials, their designated crimes tried in our courts by our judges, the penalties imposed and enforced by the British system.



To that extent, we have been taken over from within, but increasingly we have to concede that even without the EU, many of our systems of public administration have become seriously degraded.



Not least of those are our social services and their too-often partners in crime, the local police forces and the judiciary. Their increasingly bizarre behaviour brings it home to us that, even were we to achieve the miracle and extract ourselves from the EU, that would only be the start of the process needed to restore equity, sanity and justice to public administration.



Evidence of just how much of a mountain we have to climb (and how much the rot has spread) comes with the travails of the heavily pregnant Vicky Haigh. She has now been named by John Hemming MP, using parliamentary privilege, as the woman who Doncaster social services had attempted to jail for the "crime" of complaining about their actions to a meeting in the House of Commons.



So malign is the grip of the legal-police-social services triumvirate that they even sought to prevent details of Vicky's intended committal being reported by Christopher Booker, thus creating a situation where a free-born English woman can be jailed for an action which is not an offence, and the media is not allowed to report that she has been jailed, or the reason why.



With Hemming's action, Booker is now not only able to report her name, but now she has fled the country, he is able to report some additional detail.



Specifically, he can reveal that Vicky has been forewarned that the social services of another local authority, Nottinghamshire, has been planning to seize her baby when it is born in two weeks' time. Her new child is by a partner with whom she has lived happily for six years, as a loved stepmother to his three children. They were all much looking forward to the new addition to the family.



It is hard to imagine, writes Booker, the ordeals to which this prospective mother has been subjected in the final stages of her pregnancy, which, as he reported earlier (without being able to name her), included her being arrested and held for much of 65 hours in fetid police cells. Three times she had to be rushed to hospital because of complications with her pregnancy, but each time the police took her back to the cells. They finally released her, exhausted, three days after her arrest.



In escaping abroad to evade England's "family protection" system, Vicky is following the example of an increasing number of parents desperate to avoid their children being seized. Dozens have fled, often at great personal cost, to foreign jurisdictions such as Ireland, Sweden, Spain, Uganda or northern Cyprus (though councils have been known to spend hundreds of thousands of pounds of taxpayers' money trying to get the children back).



What Booker's research (alongside Hemming) has also found is the tendency of social workers increasingly to justify seizing newborn babies from parents on the grounds that the child might be "at risk of emotional abuse". This is an innuendo so vague that the charges can be made on the slimmest of evidence, yet judges seem keen to accept them. These grounds are now used in more than 50 percent of cases where children are taken into care.



Fortunately for Miss Haigh, as she prepares for her child's birth, she has many friends in the Irish racing world who have given her a warm welcome. She is a strong woman – a quality she may have inherited from her father, the footballer Jack Haigh, much respected in his day – and she is determined to fight for the right to have her family. We have not heard the end of this disturbing story, concludes Booker.



And never a truer word was written. There is much more to this case than Booker has been able to publish, and he will have to continue chipping away at the edges until the whole story is known and the abuse has ended. But, as with so much else these days, we have dysfunctional systems, causing real hardship and injustice, and no one in authority seems to be able - or willing - to sort them out.



Before we see the end of this, a lot more people are going to have to become angrier and more strident, and more people are going to have to come to grips with quite how badly our systems have decayed. Not until that happens will there be any progress, but the idea that we have secret courts ready to jail pregnant women should be a wake-up call. A system that can do that can do anything. No one is safe.

Last week brought two further startling developments in a story I reported a fortnight ago, concerning a heavily pregnant mother summoned at very short notice to the London High Court to show why she should not be imprisoned. Among the charges against her were that she had spoken at a meeting in Parliament convened by the All Party Group of MPs on family law related issues.


On Tuesday, the convenor of that meeting, John Hemming MP, who has been at the centre of the much-publicised campaign against excessive court secrecy and “super-injunctions”, used parliamentary privilege to name the mother on the floor of the House, which is why it can now be reported. On a point of order, he referred to “Vicky Haigh, a horse trainer and former jockey” as the subject of “an attempt by Doncaster council to imprison her for speaking at a meeting in Parliament”.


We can still say nothing about the case which led to the increasingly controversial order Miss Haigh was alleged to have breached. But it may be added that her successes as a trainer and a jockey have made her very well-known in the racing world.


The other new twist to this story, which I can also report because it is a wholly different case, not yet the subject of legal proceedings, is that last week Miss Haigh took flight from Britain to Ireland, because she had apparently been forewarned that the social services of another local authority, Nottinghamshire, were planning to seize her baby when it is born in two weeks’ time. Call for an inquiry into the Groucho Club forum child pornography network

I received the 'e'Mail below unsolicited and without clarification or caveat.

I am posting it in good faith but choose to add the caveat that I have made no effort to establish its veracity nor can I confirm or deny there is a link between The Soho Groucho Club and the web site in question and if there is a link whether it is witting or unwitting, deliberate or as a result of spammers.

These caveats in mind please establish the veracity for your own satisfaction BEFORE taking any action on the matter.

We are writing to you as a person of conscience who cares about the welfare and wellbeing of abused children and are asking you to support an inquiry into one of the largest child pornography networks in UK history operating on The Groucho Clubs web site forum. The Groucho Club website forum was operating on such a huge scale with 42,348 members 663,709 topics and 900,987 posts The discovery was reported to the Metropolitan Police Service and to CEOP by award winning filmmaker and writer Tyrone D Murphy who was investigating the clubs web site for chapter 13 of his book about the famous club.

The child pornographers were operating on the forum for almost a year and had thousands of posts made by child pornographers as late as September 2010. Much of the web pages and links were dedicated to photographs and videos of young children being made available for sex. The forum also had numerous other posts advertising videos and photography of RapeIncestBestiality and the rape of young Muslim children.

There is a massive cover up currently in place as the evidence is being destroyed as we write this. The Groucho Club forum pages were deleted quietly without informing the Police so action may have been taken against the child pornographers. Management of the Groucho club are the legal owners of the website and have completely ignored requests for information about the child pornography ring

A recent quote by Managing Director Mr Matthew Hobbs in the Guardian newspaper stated that the forum was "abused by Spammers "and he insisted that the problem arose "when we were switching servers from the old website" Clearly this was no simple spamming occurrence, it was a lengthy operation by a child pornography ring that were members of the Groucho Club forum and were posting gross and indecent material for almost a year unchallenged and unopposed.

Murphy, who won a libel action instigated against him by the Groucho Club has been writing a book about the Groucho Club for the past year and a half says "when you discover something so fundamentally wrong. So perverse you have a moral duty to put it right especially when the safety of children are concerned"

In order to prosecute those responsible for destroying the evidence it is crucial that a full independent inquiry is carried out. We would therefore ask to search your conscience and to support our call for a full independent inquiry of the case and to hold the management of the Groucho club accountable

Minister wants ombudsman for ‘contentious’ adoptions

Children's minister Tim Loughton is considering whether "highly contentious" adoption cases should be investigated by a government-appointed ombudsman, Community Care can reveal.






As the government launched updated guidance designed to improve adoption rates for children in care, Loughton told Community Care he was also concerned about any case where a child is wrongly removed from its parents and placed for adoption.






Loughton said he was aware of a minority of "very questionable judgements" made by courts, before revealing that he is contemplating "some sort of ombudsman system" to investigate highly contentious cases, in the hope of finding solutions.






"There is a lot of work to do to make sure we have more adopters and swifter, better quality adoption placements, but there is also work needed to make sure that the small number of cases which go horribly wrong, and are difficult to justify, are tackled as well so that people feel the adoption system is doing the right thing for children," he said.






Currently there is no such inspection framework for family law cases, but Community Care understands the changes could be considered as part of wider family court reforms the government is looking to make, through the ongoing Family Justice Review.


Loughton also hit out at the family courts system for being "too process-driven", which, he said, was leading to delays in decision-making for children.






"I think the courts are too process-driven. There are some cases where very clearly there is no way back to a child's birth parents and the child is a strong candidate for adoption. Do we need to go through quite as many processes for that child as for another where it is not such a clear cut decision? I think we can use a more proportionate approach in many cases."






Loughton said he is trying to encourage local judges and adoption panels to discuss areas of "huge disconnect" before any new guidance for the family courts is contemplated.






"Whenever I speak to adoption services and adoption panels they say their job is being made harder because of court processes and delays: in getting the hearing; in the fact that judges are always asking for that extra expert witness statement and so forth.






"Then I speak to judges and they say adoption panels are taking so long to process paperwork, hold meetings and bring cases back to court. There just seems to be a huge disconnect at the moment."






"If we have better communication we might find that we can streamline the system better before we have to bring in any new guidance. We've got to make sure that both sides, judges and adoption panels and social workers, are talking to each other. Then we can look at ways to make adoption panels more effective and ways that judges can do their job more effectively."






Loughton said he hoped the family justice review, due to publish its interim report at the end of March, would provide "strong steers and advice" and lead to "greater transparency in the family courts".

Paedophile snatched girl, 10, off street before abusing her in 'appalling act of sexual depravity'

A man snatched a 10-year-old girl off the street and abused her shortly before taking his three-year-old son on holiday.

Kevin Holmes, 28, bundled his victim into the boot of his car, assaulted her and then abandoned her on wasteland.

He drove straight from the scene in Fleetwood, Lancashire, and picked up his three-year-old son for a week's break in Yorkshire.

Holmes, of Crosby, Liverpool, even rang the mother of his child days later to warn that a paedophile was on the loose in the area, Preston Crown Court heard.

Jailing him indefinitely, Judge Christopher Cornwall said it was an 'utterly appalling case of sexual depravity'.

Holmes was sentenced to serve a minimum of five years for public protection and will not be considered for parole until then.

Holmes acted out his 'grotesque' sexual fantasies with no regard to the 'dark shadow' it would cast over the young girl, the judge said.

Holmes then drove off to a piece of waste ground where he went on to sexually assault her on the afternoon of May 9 last year.

Her 30-minute ordeal ended when he dumped her at the scene and ordered her not to turn around or he would kill her by drowning her in a pond, the court heard.

Judge Cornwall said: 'Ordinary decent members of the community hearing the terrible details of what you did to this girl are likely to react with disbelief that anyone could act with such inhumanity towards a 10-year-old girl.'

Holmes admitted kidnap, assault occasioning actual bodily harm and sexual assault.

He went on trial in December on a further charge of raping the girl but a not guilty verdict was ordered to be returned after the child felt unable to be cross-examined over her trauma.

The girl had left her home for the short walk to a sweet shop after her mother gave her £1.

She left the shop to stroll across to meet her friends in a nearby play area when the chance encounter with the defendant happened.

Holmes stood next to the open boot of his Vauxhall Astra as she passed and he asked her for help which she sensibly refused, prosecutor Richard Haworth said.

'As she tried to walk away she was grabbed and manhandled into the boot of the car,' he said.

'She was in a position of darkness as the defendant got back into the car and it drove off.'

He told the court the car later stopped, Holmes opened the boot and, after assaulting her, told her 'to keep still and asked how old she was.

'In a bid to try and prevent anything further taking place she said she was only eight.'

Holmes then set off for wasteland next to an equestrian centre in Rossall Lane where he parked and then pulled her from the boot into the rear of the vehicle where he sexually assaulted her and then acted indecently in front of her.

His parting shot was to threaten to kill her as he abandoned her where she successfully sought the help of a passer-by and raised the alarm, Mr Haworth said.

Within minutes Holmes was at the home of his ex-partner to pick up his son.

The prosecutor said: 'She says he turned up and appeared to be acting perfectly normal and was even having a laugh with everybody in the house.

'''Kevin told people to kiss our son goodbye and then they both left', she said.'

Holmes later returned from the holiday but not before committing a 'supreme act of deceit' during the break with a phone call to his ex-partner.

'She said Kevin explained that a young girl had been taken from the park and that I had to keep an eye on my son,' he said.

'I assumed he was being a caring dad but during that phone call he implied I was a bad mother and that I let him wander around his own.'

Police undertook an extensive manhunt as DNA traces from the attacker were detected.

Holmes had no previous convictions so was not thought to be on the DNA database but it is understood the sample proved to be a match with a close family member.

When arrested at his home in Liverpool a month later, he told officers: 'I hold my hands up, I can't stay on the run. I've abducted a child and sexually assaulted her.

'I've never done anything like this before.'

The girl showed great courage in providing as much information as she could soon after her ordeal and had provided an 'astonishingly accurate' description of his facial features which was distributed by the police.

She suffered bruising and had undergone a considerable medical examination including tests for HIV and other sexually transmitted diseases.

In mitigation, Janet Ironfield said Holmes was a man of previous good character who came from a respectable family background.

Written testimonials outlining his character had been submitted from his family, friends and neighbours, and his family continued to support him, she said.

She added that he maintained he had not rehearsed indulging in his sexual fantasy, had never set eyes on the child before and had not pre-planned the attack.

Sentencing, Judge Cornwall said: 'Most decent people will struggle to understand how anyone could entertain such depraved thoughts in the first place but to go beyond the realms of fantasy to make it an act of reality is simply grotesque.

'She had ceased to be a vulnerable child as far as you were concerned.

'She was but a vehicle for you to achieve sexual satisfaction.

'When you took hold of her and put her into the boot of your car you took hold of her whole future life and put it in grave jeopardy.

'In her most heart-rendering victim impact statement, her mother said 'it really frightens me as a mother, how will she end up now, is she going to be different now, how will she cope if she does not speak about it, what is she thinking, how will this affect her?

'Every single one of those questions is pertinent. Each one is asked for one reason only - because of what you (Holmes) did to her.

'What makes all this terrible business even more dreadful is that you had travelled there to pick up your own child child in order to take him on holiday.

'While waiting for the appointment time to collect him you saw this girl and you were completely unable to control this bizarre sexual impulse, did all that you did towards her and picked up your son thereafter as if nothing had happened.'

He concluded: 'The harm you have done remains beyond calculation. You exploited her innocence for your own gratification without giving any thought to the harm you caused her.

'You have cast a very dark shadow over her childhood. No-one at the present time knows how long that shadow will last. This is a terrible burden for her and her parents.'

He said he was satisfied he was 'highly dangerous' and continued to pose a strong risk to under-age children.

The judge stressed he would only be released by the Parole Board if it was content that risk was no longer present.

If released Holmes, of Coney Crescent, would be on licence and could be recalled at any point if he breached its terms, he said.

In a statement, the girl's family said: 'We as a family still find it hard to come to to terms with what has happened to our daughter and will do for a long time, if not for the rest of our lives.

'No matter the sentence today, it will never make this go away.

'What this man did to our little girl is horrific. She or any other child should have been able to feel safe playing around the corner in the park in broad daylight.

'We have to deal with challenges day by day, her innocence has been taken from her by this man's actions but we will be strong and have to get her through this.

'She has changed, there is no doubt, but we have to accept this and carry on as best as we can.

'She is the bravest person we know and we are extremely proud of her.

'I feel no matter what rehabilitation he (Holmes) receives the fact is he will remain an extremely dangerous individual.

'I am already scared that when he is released that he will do this again to another child - that it could be worse for that child.

'We are just glad that he did let our daughter go.

'But knowing what he did and what he is capable of is very frightening.

'We would like to thank everyone for their help, advice and support during this, including Lancashire Police, the doctors at The Safe Centre, even members of the public who came forward offering information which helped lead to the arrest and conviction of this man.'

Outside court, the child's mother said: 'I think it's disgusting that he phoned his former partner knowing that he did it. It is hard to put into words how I feel.'

Detective Superintendent Neil Esseen said it was one of the 'most harrowing cases' he had dealt with in his 25 years of experience in serious crime.

'What he did was reprehensible and, in my mind, bestial,' he said.

'It was a terrible offence and my heart goes out to the girl and her family.'
