Clearly, though regretably, there will be those who approve of the gratuitous murder of a paedophile in the most obscene manner.

Interestingly there are those like Robert Green, David Icke, Ian McFerran, George McKendrick, Belinda McKenzie, Brian Gerrish, Matt Quinn, Sandra Barr and their ilk, individuals who as 'snake oil salesmen' know no bounds to their ambition for notoriety and their association with the gutter of life, individuals who condone and support those who set out to cause a breech of the peace and possibly a murder as heinous as that of Mitchell Harrison which Robert Green could all too easily have incited by distributing, in Aberdeen in the February, the leaflets naming those he personally accused of serial child abuse and sexual abuse of Hollie Greig, when together with Stuart Usher at the AGM of Stuart Usher's obsessive attack on selected lawyers in Edinburgh, some months earlier.

That Robert Green lacked a single iota of valid admissible evidence to support his criminal behaviour is a matter of public record - this has not however dettered a criminal underclass supporting his efforts and thereby almost granting license to the most gross of behaviour by paedophiles as it has as a result of their actions become a shelter for paedophiles as genuine investigators stand back from such criminality.

You will note of the many cases brought to light by honest, decent, law abiding people and responsible journalists cases touched by the Hollie Greig effect and the criminality of Robert Green and the like go unreported.

One of Britain's most notorious paedophiles - dubbed the Beast of Sligo- is back on the streets and free to mingle with children and families.

Irishman Joseph McColgan, 69 was spotted among families at a car boot sale in Plymouth, Devon

Evil McColgan was jailed for a record 238 years for repeatedly raping and beating his own children.

He served just nine years before he was released. But in June 2010 when he was locked up again for 30 months for possessing child pornography.

He has now been released early on licence before serving even half of his latest sentence.

McColgan is staying at the Lawson House bail hostel in Plymouth - directly opposite one of the city's main colleges.

But he was tight lipped about his future and whether he would be staying in Devon - where he lived for some time after being released from Dublin's Arbour Hill jail.

He said: 'I cannot talk about it. I am on parole.

'I don't know where I will live. I cannot talk to you.'

Among other offences, McColgan attempted to force his then nine-year-old son to have sex with his seven-year-old daughter.

He also abused all four of his children with cattle prods and burning them.

But the evil paedophile was seen happily chatting to youngsters and adults at the car boot sale.

He spoke with one young man as he tried to buy some spanners for his old bike and looked at stalls selling children's toys.

Shoppers looking for a bargain were unaware of McColgan's notoriety as he potted around on his own before cycling back to the bail hostel.

Before his latest jail term handed out at Exeter Crown Court in June 2010, McColgan had been living in a small block of flats in the seaside town of Exmouth, east Devon.

His home was yards away from a primary school and his immediate neighbours were unaware of his vile past - along with parents of young children who played in the street nearby.

They were shocked when they discovered who he was and his horrific offending.

When Judge Graham Cottle jailed him at Exeter, he told McColgan: 'You are quite clearly a very dangerous man.

'You are a danger to children and upon your release I very much hope that you are supervised to the highest possible level by the authorities.

'If that is not put in place then children will continue to be at serious risk from you and your activities.'

Detective Constable Steve Harris, of Devon and Cornwall police, said McColgan was an arrogant man who could not accept his offending.

Yesterday McColgan was true to form branding those who made claims against him that he was grooming or watching children as 'liars'.

A National Offender Management Service spokesperson told the Mail Online today:'Sex offenders who are released from prison on licence will be supervised by the Probation Service and police in the community, such offenders are subject to strict licence conditions and can be recalled to custody if they breach their licence conditions.'

While a highly controversial campaign featuring doctors and psychiatrists seeks to normalize sexual activity between adults and children of almost any age, the principal expert investigator for a U.S. Justice Department study on child sex abuse warns that the pedophilia advocates are using the same strategy that was successfully employed to make homosexuality a classroom subject for small children in the nation's public schools.

Dr. Judith Reisman recently attended a symposium held by the "minor-attracted people" advocacy group B4U-ACT to disseminate "accurate information" on the position that pedophilia is just one more alternative sexual orientation.

"If a foreign country came in and did this to our nation, the nation would be outraged," Reisman told WND today about the B4U-Act event, also attended by J. Matt Barber, vice president of Liberty Counsel Action.

The speakers promoted the idea that the American Psychiatric Association should remove pedophilia from the list of mental defects in its Diagnostic and Statistical Manual of Mental Disorders.

Reisman explained the same strategy was used by homosexual activists in the 1970s when same-sex attractions were removed from the APA's list of disorders. Eventually, the legalization of "gay marriage," the mandatory homosexuality lessons in public schools and the brand-new policy of allowing open homosexuality in the U.S. military resulted.

The recent event wasn't a meeting of minor unknowns:

"Dr. John Sadler (University of Texas) argued that diagnostic criteria for mental disorders should not be based on concepts of vice since such concepts are subject to shifting social attitudes and doing so diverts mental-health professions from their role as healers," the B4U-ACT organization said in a report about its symposium in Baltimore.

Another celebrity was Fred Berlin of Johns Hopkins who argued in favor of "acceptance of and compassion for people who are attracted to minors," the report continued.

The report pointedly referred to "minor-attracted people" in reference to those heretofore called pedophiles and explained that the concerns can be resolved with "accurate information." Richard Kramer, who was representing B4U-ACT at the event, explained how listing pedophilia as a disorder actually stigmatizes the "victims" of the lifestyle choice.

According to Barber, the conference explained how the Diagnostic Manual should "focus on the needs" of the pedophile and should have "a minimal focus on social control" rather than obsession over the "need to protect children."

Barber, an ardent advocate for Judeo-Christian values and the traditional family, told WND the symposium was "the North American Man-Boy Love Association all dolled up and dressed in the credible language of the elitist Ph.Ds."

NAMBLA openly advocates for the legalization of sex between adults and children.

"This is a bunch of morally relative, highly educated people in the mental health community who are trying to achieve the ultimate in tolerance," Barber said. "These are the people who are the disciples of Alfred Kinsey."

It was in the 1940s and 1950s that sex "researcher" Kinsey published his writings, ridiculing marriage, fidelity and chastity and preaching widespread sexual experimentation. But according to Reisman's research, in "Sexual Sabotage," Kinsey's "research" was compiled from information frequently obtained from jailed sex offenders and then portrayed as coming from middle-class America.

Barber said the symposium themes became clear quickly:

Pedophiles are unfairly "demonized" in society.

The idea of "wrong" simply should not be applied to "minor-attracted persons."

"Children are not inherently unable to consent" to sex with an adult.

"An adult's desire to have sex with children is 'normative.'"

And the Diagnostic Manual "ignores that pedophiles 'have feelings of love and romance for children' the same way adult heterosexuals have for each other."

Barber noted that self-described "gay activist" and speaker Jacob Breslow said it is proper for children to be "the object of our attraction." Breslow said pedophiles shouldn't need to get consent from a child to have sex any more than they would get consent from a shoe to wear it, according to Barber.

Berlin previously reported that 67 percent of pedophiles and child molesters relapse after being treated for the disorder. But the few who didn't only were tracked for a period of only two years, and any recidivism after that was unreported. And Reisman noted that even his success "stories" are anonymous and "wholly unverified."

Also on hand was Renee Sorrentino of Harvard Medical School, who discussed the legal, ethical and medical consequences of reclassifying pedophiles, and Andrew Hinderliter of the University of Illinois said the boundary between the helping professions and the criminal justice system can be blurred.

Breslow, of the London School of Economics, said the assumptions about minors and sexuality that support current policy may not even be accurate.

Reisman said the U.S. is following quickly on the heels of the United Kingdom, where in 2009 a court case determined a convicted pedophile's rights were violated when police told his employer about a 20-year-old conviction for molesting a toddler.

Further, a campaign last year was launched in the UK to allow convicted pedophiles to adopt children, since depriving them of that privilege could "breach their human rights."

"There is no reason why all sex offenders should not be considered as potentially suitable to adopt or foster children, or work with them," said an advocate.

But in the cases of young boys assaulted by homosexual men the cost is counted in lives, said Reisman, not only in terms of sexual molestation, but also the spread of AIDS.

Reisman, who was the key investigator for the U.S. Department of Justice, Juvenile Justice and Delinquency Prevention study of child sex abuse in crimes suborned by "soft" pornography, warned that the more the behavior is accepted, the more boys will die.

And yet, according to the report from B4U-ACT, pedophiles should be involved in revising the APA standards of adult-child sex.

WND Managing Editor David Kupelian, shortly after publication of "The Marketing of Evil" in 2005, predicted publicly that the next "liberation movement" to assault America would be "the mainstreaming of adult-child sex."

Today, Kupelian noted, "The same godless logic that leads to normalization of homosexual marriage will lead also to the de-stigmatization and decriminalization of pedophilia. Remember, consensuality has replaced morality in today's legal system, so a young person 'consent' to have sex will ultimately trump the old-fashioned desire to protect the innocent. Also, since adult-child sex is a 'cultural preference' in certain non-Western countries, child-molestation lobbyists are now making the argument that criminalizing adult-child sex amounts to condemning another culture. So that's where multiculturalism has brought us."

In a related commentary on WND today, Reisman said, "The APA path to pedophile norms follows the success of the homosexual anarchy campaign. Arguably, the pedophile media lobby directed the passionate boy-boy kisses on the TV series 'Glee,' to enable fellow 'minor-attracted persons' to increasingly be seen as a boy's sex 'friend.'

"B4U-ACT claims to 'help mental health professionals learn more about attraction to minors and to consider the effects of stereotyping, stigma, and fear.' While the group claimed they want to teach pedophiles 'how to live life fully and stay within the law,' no one suggested how to stop their child lust or molestation," she wrote.

BEIJING — The Chinese government is tightening adoption rules to combat child trafficking, state media reported Tuesday, a day after eight people convicted of abducting or murdering children received sentences including the death penalty.

Only orphanages will be able to offer abandoned infants and children for adoption, and adults who adopt without official registration will not be recognized as legal guardians, the China Daily reported.

China has a thriving domestic black market in children, mostly involving buyers who want more children or those who want them as slave labor.

Forcing people to go through official adoption channels will reduce the demand for abducted children, Ji Gang, the director of the domestic adoption department of the China Center for Children’s Welfare and Adoption, was quoted as saying by the China Daily. The rules being drawn up are due to be introduced by the end of the year.

Authorities in northwestern China announced earlier in the year they would crack down on the trafficking of Xinjiang children, some of whom are bought or kidnapped by gangs who force them into pickpocketing and other nonviolent crime in China’s eastern cities.

Xinhua News Agency said the children targeted are mostly aged between 10 and 18 and from four cities in Xinjiang, a region with majority Han Chinese and minority ethnic Uighurs.

Many of them are forced into stealing by gangs after being conned to leave home for large- and medium-sized eastern cities with fake job offers, Xinhua said.

On Monday, eight people were sentenced in five cases, including a father who sold his 12-year-old daughter twice to pickpocket gangs and two child traffickers who beat a boy into a coma and then threw him into a river.

In one case, a ring headed by Umair Tohti coaxed young children in Xinjiang into working as migrant laborers in Huizhou City, in southern Guangdong province, and beat and abused them, Xinhua reported, citing the sentence handed down by the Urumqi Municipal Intermediate People’s Court.

On Nov. 9, 2009, Tohti and two others, Tudi Daman and Memet Ahmat, beat a young boy who had attempted to flee into a coma and threw him into a river, where he drowned, Xinhua said.

Tohti was sentenced to death, and Daman and Ahmat were both sentenced to suspended death with a two-year reprieve, according to the verdict. Such sentences usually are commuted to life in prison if the prisoner shows good behavior.

In another case, Arken Wusiman sold his 12-year-old daughter in April 2009 to criminals who trained her as a pickpocket. After the girl was rescued and sent back home, Wusiman sold her again to another pickpocketing gang in January this year. He also sent two other abducted children to work as pickpockets, Xinhua said, citing the Markit county People’s Court.

He was sentenced to nine years in prison and fined 5,000 yuan ($780).

In the three other cases, four people were convicted of child trafficking and sentenced to jail terms ranging from two and a half years to 11 years.

Xinhua said authorities in Xinjiang have sent police who speak Mandarin and Uighur to other provinces to assist in the crackdown on child trafficking.

Xinhua said that since April police had rescued more than 500 abducted Xinjiang children, cracked 90 criminal rings and detained 464 suspects.

The region’s Communist Party chief, Zhang Chunxian, said in April that rescued the children will be returned home and placed in government-run shelters that provide schooling and a safe environment, according to Xinhua.

Hi,

it is interesting to note that the claims and allegations surrounding the Hollie Greig 'stories' are treated as just that in the Scottish version of The Sunday Express and also that there is no entry of the story on their online version or web site.

Ben Borland the journalist would seem to have done little 'due dilligence' on the subject merely adding many allegedly type comments to cover himself.

The Lord Advocate has been urged to carry out a “thorough review” to find out why no one has been brought to justice in the case of a Down’s Syndrome woman who police say was abused as a child.

Hollie Greig, now 31, alleges she was sexually assaulted for 14 years from the age of 6, before finally telling her mother, Anne, about her ordeal in 2000.

Grampian Police did investigate but, along with the Procurator Fiscal’s office in the North East, concluded there was not enough evidence to bring a prosecution.

However, documents show that a doctor and the investigating officers “were all of the opinion that [Hollie] had been the victim of… sexual abuse in the past.”

Two years ago Hollie was paid £13,500 in criminal injuries compensation after a Grampian detective described her as a “truthful witness” and an “innocent victim”. A further police probe was launched but last year the crown office said there was not enough “credible evidence” to take action.

Now at least two English MPs have written to Lord Advocate Frank Mulholland to raise their concerns at the decision not to bring criminal proceedings.

In one letter, Andrew George, Liberal MP for St. Ives in Cornwall states: “There appears to be a lot of evidence allegations which point in one direction and indicates that this whole case deserves a thorough review”

He adds: “Many of the professionals with whom she came into contact have allegedly failed in their duties or even covered up important facts.”

Conservative MP David Ruffley, MP for Bury St. Edmunds, also wrote to express his concerns about the “appalling case”

The Scottish Sunday Express understands that Prime Minister David Cameron has even been made aware of the allegations but is satisfied that it is purely a Scottish matter.

Hollie and Anne, who now live in Shropshire, have become the focus of an extensive Internet campaign, with a number of blogs and social networking pages set up to discuss the case. Sarah Brown, the former Prime Minister’s wife, is among 3000 ‘friends’ of the ‘Hollie Demands Justice’ Facebook page.

There is furious debate on a number of allegations, including the claim that Hollie was a victim of a paedophile ring. Others believe there has been a sinister “cover up” by the authorities, including the Crown Office, Grampian Police and the Scottish Government.

Many outlandish complaints were dismissed by former police watchdog for Scotland, Jim Martin, who looked into the case in 2008.

However Mr. Martin also published a letter from a Detective Inspector in Aberdeen, which was sent to the Criminal Injuries Compensation Authority in September 2003.

It states: The position, as far as I can determine it, is that there seems a sufficiency of evidence to accept, on the balance of probability, that [Hollie] was sexually abused.”

Criminal injuries compensation requires a lower level of proof than the courts.

Robert Green, the Greig family’s lay legal advisor, said the tragic case is a “real can of worms” and demanded a public enquiry.

A Crown Office spokesman said: “The Lord advocate has received a letter from Andrew George MP and has issued a response.”

Yesterday, Mr. George released the contents of Mr. Mulholland’s reply. In it, he states: “Very careful consideration was given to the material by Crown Council who concluded that there was insufficient admissible, credible and reliable evidence in respect of these allegations.”

Copies of the letters and reports commented on in Dan Borland's article are readily available and although they can, at a stretch, be made to indicate the claims made collectively there is clearly no credible medical evidence to uphold any of the allegations and without doubt having spoken on several occasions to Hollie at some length and for many hours with her Mother Anne Greig there is without doubt absolutely no chance of a prosecution, based upon a complete dirth of credible, sustainable evidence - merely a series of febrile constructs based on setting out with a decision and then fitting in the pieces that get you to the decision.

Exactly the wrong way to investigate anything!

These 'stories' have been looked at in detail by at least 4 front line journalists (4 different papers) who have looked in detail and have been unable to find evidence that would be admissioble to sustain a prosecution let alone stand a chance of a conviction. It is easily as valid to claim this claimed abuse never happened as it is to build a case to make allegations.

As for the death of Roy Greig there is absolutely not one shred of evidence to indicate any other cause than by his own hand and both motive, state of mind and circumstances that make suicide as irrefutable as one ever reasonably could.

To follow up on all the evidence for both sides do read it ALL and then draw your own conclusions at CLICK HERE I have been a bit lax in keeping the new fabrications and apparent fantasies updated as the 'Stories' have been so clearly debunked and not one shred of evidence of any compelling nature has been presented for at least 18 months - though much has been made of contrived situations such as Robert Green's arrest and his bail conditions.

Strangely he seems to find that being arrested for setting out to break the law and deliberately defame people without valid evidence is in some way unjust! That having shown beyond doubt he is untrustworthy and most clearly both a fantasist and a liar it seems to have come as a surprise to him that he was placed under bail restrictions and ever since that February arrest he has centered the case he has built around himself.

Dragging in unrelated happenings and treating his extrapolations as fact has in the long run undermined the entire justice system for his personal agrandisement sadly.

However as I said - read all the submissions, the letters, the reports, the police enquiries and medical opinions and then draw your own conclusions. It does not take a great deal of wit to realise there is no valid case, no evidence of note, the police enquiries have made the matter clear and there was so little valid evidence and so much obvious fact that the police could not even justify interviewing all who were besmeared with the allegations.

I freely admit that I myself was beguiled by the 'story' as it was presented to me initially but the more seriously one investigated the facts the more convincing was the collapse of the 'Story' to which much has been added since that is even less plausible.

Do read the hard data - dismiss anyone who shelters their lies behind false identities and be sure to note the official documents and then draw your own conclusions.

The facts demolish the 'stories' surrounding Hollie Greig, her mother Anne Greig, Roy Greig and Robert Green - most others involved promoting the 'stories' are fake personnas and malcontents seeking to debase our justice system in Britain in some twisted form of revenge for their own failings, it seems.

The best-known of dozens of English mothers who have fled abroad to avoid their babies being seized by social workers is Vicky Haigh, a former racehorse trainer. After her flight to Ireland three months ago, her baby is flourishing and Irish social workers seem entirely happy that she is an excellent mother. Less happy, however, is the outcome of another case I reported last year. This involved a 17-year-old girl, five months pregnant, who fled to Ireland with her parents, after receiving a letter from a social worker she had never met to say her baby would be seized the moment it was born.

After the birth, all seemed to go well, despite relentless efforts by the English social workers to persuade their Irish counterparts to return the baby to England. They blackened the family unmercifully, pointing out that the grandfather once, many years ago, served a brief prison sentence after a pub fight, while the young mother had, in her early teens, twice been given an Asbo. After a series of interviews with the family, the Irish social workers were satisfied that the baby was in good hands and that there were no grounds for further intervention.

But eventually the family’s savings ran out. Buoyed up by a glowing appraisal from the Irish social workers, they decided to return to England.

All went well until the young mother registered her baby with a GP, who reported to social workers that she was back in this country. The social workers were soon on the doorstep, threatening the girl that, unless she moved out immediately, leaving her child with its grandmother, they would take her baby.

The grandmother applied for guardianship of her beloved grandchild, but on the eve of the final hearing, the social workers arrived at 8.30 in the morning, supposedly to check that “the house was carpeted”. One barged into a room upstairs, where the grandfather, semi-naked, was talking to his 21-year-old son. He told the woman in no uncertain terms to leave, and banged the door behind her. The grandmother was on the landing, holding the baby.

That evening the social workers returned, with four policemen, to remove the baby. They claimed that when the door had been slammed, the child “might have been injured”. They applied for an order to put her into foster care. As so often in such cases, the solicitors recommended by the council to represent the family refused to object, saying nothing.

Three times recently, in the weekly “contacts” with the baby which the mother and grandmother are allowed in the social services office, they have been horrified to see their formerly healthy, cheerful child covered in bruises (legs, thighs, knees, shins, forehead and arms) of which they have pictures. The social workers refuse to explain how such injuries could have arisen.

What the social workers also don’t know is that the desperate young mother, after first losing her child, again became pregnant. Convinced that her new baby would also be seized, she applied for a pill to terminate the pregnancy. Two days later, on the very day her first child was taken into foster care, her second was stillborn. Since then, this formerly happy, loving mother has been plunged into an almost catatonic depression. The only reason she has ever been given as to why she should be robbed of her child was those youthful indiscretions several years back when she mixed with an unruly crowd of other children and was twice punished for it. There is no evidence she has ever harmed anyone, any more than there has been against her father since his own moment of madness years ago.

In Ireland, the social workers expressed every confidence that this baby would be well looked after. In a country where children are only seized where there is evidence that they have been done actual harm, they are astonished at the behaviour of their English colleagues. In no other country in Europe are children snatched from loving parents on such flimsy grounds.

Most shocking of all is the way these inhuman actions are then supported by a court system which often seems rigged against the parents (and the children), to the point where they are forbidden to speak at all except through lawyers who appear as complicit in the system as the social workers themselves. When is this horrible national scandal going to get the wider attention it deserves?

as so often happens in these situations - shreds of hearsay get built into 'Stories' to be exploited - all too often by charlatans like David Icke, Robert Green and their ilk to build a tissue of lies for their own gain.

The Fantasies and 'STORIES' surrounding Hollie Greig are just such a case as were the abuse claims in Cleveland.

There is a great deal of difference between the exploitation of a disturbed mind and having valid admissible evidence.

You will note that The Journalist in this instance highlights the lack of corroborated evidence - Just as with the 'STORIES' surrounding Hollie Greig which have far more to do with the needs of self importance of Robert Green and a small band of malign followers and the sad problems of Hollie Greig's Mother Anne.

EVIDENCE is the ONLY way forward in such 'STORIES' and without it there is clearly no case.

A family have described how their daughter’s life went into terminal decline after she was treated by psychiatrists and doctors who fostered false beliefs in her mind that she was the victim of satanic abuse.

Carole Myers was treated for 20 years by experts — including a former head of ethics for the British Medical Association (BMA) — yet the family say her deluded claims went unchallenged. She even alleged she had been abused at Conservative Central Office by two former cabinet ministers.

Myers eventually died at 41 in mysterious circumstances. A report by a Scotland Yard officer, Detective Sergeant Grant Lander, stated that he found it “quite incredible” that the satanic abuse claims were taken at face value by experts when they were demonstrably untrue.

Her case has alarming parallels with the satanic abuse cases of the late 1980s and early 1990s in Cleveland, Orkney, Rochdale and Nottingham — where parents were separated from their children on the basis of uncorroborated claims from self-professed victims of ritual exploitation.

Since Carole’s death in 2005, her parents and brothers have pieced together much of her medical history and the murky events surrounding her death.

Carole was registered as mentally ill for the last 13 years of her life, and she first expressed her claims of ritual abuse only after she was given therapy to recover “lost” — in reality, false — memories .

Her family are directing much of their ire at Dr Fleur Fisher, 75, head of ethics at the BMA from 1991 to 1996, who treated Carole for psychological problems in the mid-1980s. As well as referring her to other experts, Fisher, an expert in healthcare ethics, struck up a close friendship with her.

It was Fisher who rang 999 on June 29, 2005, while on a train to Manchester, to ask police to check on Carole’s wellbeing.

An hour and a half later Carole had been pronounced dead. She was found lying naked from the waist down in her flat in Wandsworth, south London, surrounded by medication. Questions remain over how she died, because there were no dangerous levels of drugs in her system.

Fisher began making arrangements for Carole’s cremation. She told police and the coroner’s office that she was Carole’s next of kin, and handed over a document purportedly written by her late patient detailing her childhood history of alleged family abuse.

It claimed Carole had been satanically abused “in every way conceivable or imaginable” by her family, who had supposedly also killed her sister and placed Carole on top of the body; set the family house on fire, and also murdered Carole’s own children by ritual sacrifice. There is no independent evidence that Carole had children.

It is possible that Carole’s account drew on a series of real life family tragedies that took place before she was born. Her fifth brother was stillborn; her baby sister died a natural death from a hole in the heart, and there was also a fire at the family home.

Fisher temporarily took Carole’s car after her death, calling the insurers to tell them she had been her “unofficial daughter” and asking to be insured to drive it so that she could get to her Devon home as the train system was in chaos. Fisher also cleared Carole’s flat of her possessions, giving them to the Salvation Army.

Carole’s family have since obtained a tape recording of a call made by Fisher to the insurers in which she claimed that Carole had been subjected to “brutal family abuse over many years”. When asked what should be done with the £357 refund on the policy, Fisher asked it to be sent to her in order to help pay for Carole’s funeral.

Carole’s father, Joseph Felstead, a 68-year-old retired engineer from Stockport, his wife Joan, and their sons, Kevin, David, Anthony and Richard, heard of her death only when the coroner’s office rang the day before the planned cremation.

They had no inkling of the gathering crisis that had swallowed up Carole over 20 years. “Carole had been a lively, happy child,” said her father. “She qualified as a nurse and then left home and eventually moved south to pursue her career.

“Her contact with the rest of the family became less, perhaps twice a year, but we thought it was because she was so busy.”

It is a disturbing thought that the greatest enemy is usually the enemy within. It is thus axiomatic that, without the active support of our political classes and civil servants, the writ of the European Union would not hold in this country. Their laws are our laws, enforced by our officials, their designated crimes tried in our courts by our judges, the penalties imposed and enforced by the British system.

To that extent, we have been taken over from within, but increasingly we have to concede that even without the EU, many of our systems of public administration have become seriously degraded.

Not least of those are our social services and their too-often partners in crime, the local police forces and the judiciary. Their increasingly bizarre behaviour brings it home to us that, even were we to achieve the miracle and extract ourselves from the EU, that would only be the start of the process needed to restore equity, sanity and justice to public administration.

Evidence of just how much of a mountain we have to climb (and how much the rot has spread) comes with the travails of the heavily pregnant Vicky Haigh. She has now been named by John Hemming MP, using parliamentary privilege, as the woman who Doncaster social services had attempted to jail for the "crime" of complaining about their actions to a meeting in the House of Commons.

So malign is the grip of the legal-police-social services triumvirate that they even sought to prevent details of Vicky's intended committal being reported by Christopher Booker, thus creating a situation where a free-born English woman can be jailed for an action which is not an offence, and the media is not allowed to report that she has been jailed, or the reason why.

With Hemming's action, Booker is now not only able to report her name, but now she has fled the country, he is able to report some additional detail.

Specifically, he can reveal that Vicky has been forewarned that the social services of another local authority, Nottinghamshire, has been planning to seize her baby when it is born in two weeks' time. Her new child is by a partner with whom she has lived happily for six years, as a loved stepmother to his three children. They were all much looking forward to the new addition to the family.

It is hard to imagine, writes Booker, the ordeals to which this prospective mother has been subjected in the final stages of her pregnancy, which, as he reported earlier (without being able to name her), included her being arrested and held for much of 65 hours in fetid police cells. Three times she had to be rushed to hospital because of complications with her pregnancy, but each time the police took her back to the cells. They finally released her, exhausted, three days after her arrest.

In escaping abroad to evade England's "family protection" system, Vicky is following the example of an increasing number of parents desperate to avoid their children being seized. Dozens have fled, often at great personal cost, to foreign jurisdictions such as Ireland, Sweden, Spain, Uganda or northern Cyprus (though councils have been known to spend hundreds of thousands of pounds of taxpayers' money trying to get the children back).

What Booker's research (alongside Hemming) has also found is the tendency of social workers increasingly to justify seizing newborn babies from parents on the grounds that the child might be "at risk of emotional abuse". This is an innuendo so vague that the charges can be made on the slimmest of evidence, yet judges seem keen to accept them. These grounds are now used in more than 50 percent of cases where children are taken into care.

Fortunately for Miss Haigh, as she prepares for her child's birth, she has many friends in the Irish racing world who have given her a warm welcome. She is a strong woman – a quality she may have inherited from her father, the footballer Jack Haigh, much respected in his day – and she is determined to fight for the right to have her family. We have not heard the end of this disturbing story, concludes Booker.

And never a truer word was written. There is much more to this case than Booker has been able to publish, and he will have to continue chipping away at the edges until the whole story is known and the abuse has ended. But, as with so much else these days, we have dysfunctional systems, causing real hardship and injustice, and no one in authority seems to be able - or willing - to sort them out.

Before we see the end of this, a lot more people are going to have to become angrier and more strident, and more people are going to have to come to grips with quite how badly our systems have decayed. Not until that happens will there be any progress, but the idea that we have secret courts ready to jail pregnant women should be a wake-up call. A system that can do that can do anything. No one is safe.

Last week brought two further startling developments in a story I reported a fortnight ago, concerning a heavily pregnant mother summoned at very short notice to the London High Court to show why she should not be imprisoned. Among the charges against her were that she had spoken at a meeting in Parliament convened by the All Party Group of MPs on family law related issues.

On Tuesday, the convenor of that meeting, John Hemming MP, who has been at the centre of the much-publicised campaign against excessive court secrecy and “super-injunctions”, used parliamentary privilege to name the mother on the floor of the House, which is why it can now be reported. On a point of order, he referred to “Vicky Haigh, a horse trainer and former jockey” as the subject of “an attempt by Doncaster council to imprison her for speaking at a meeting in Parliament”.

We can still say nothing about the case which led to the increasingly controversial order Miss Haigh was alleged to have breached. But it may be added that her successes as a trainer and a jockey have made her very well-known in the racing world.

The other new twist to this story, which I can also report because it is a wholly different case, not yet the subject of legal proceedings, is that last week Miss Haigh took flight from Britain to Ireland, because she had apparently been forewarned that the social services of another local authority, Nottinghamshire, were planning to seize her baby when it is born in two weeks’ time. Her new child is by a partner with whom she has lived happily for six years, as a loved stepmother to his three children. They were all much looking forward to the new addition to the family.

Eight before court over child abuse

A woman and seven men, including one from London, have appeared in court charged with being involved in a worldwide internet child abuse ring.

The eight defendants face a total of 113 charges at Portsmouth Crown Court including rape and sexual assault of children aged under 13 and making and distributing indecent photos of children.

Kerry Maylin, prosecuting, told the court the case involved the alleged abuse of two children aged under 13.

It also involved indecent photos being distributed over the internet and 2,000 pages of internet chatlogs dating between 2008 and 2010, the court heard.

Miss Maylin said: "This stems from an international investigation into allegations of rape and serious sexual assault against young children and the passing and distribution of photos and other chatlogs."

She added: "There has been an international element, both Australia and America and many other European countries, which has caused the investigation to take a substantial amount of time."

The eight defendants were remanded in custody by Judge Roger Hetherington until May 23 when pleas to the charges are expected to be heard.

A trial, lasting up to eight weeks, is expected to start on September 26.

The defendants are Melissa Noon, 29, and Robert Hathaway, 36, of Tyseley Road, Portsmouth, Hampshire.

Also charged are Simon Hilton, 28, of Wolsey Road, London; Lee Parson, 37, of Arundel Street, Portsmouth; Stephen Fraser, 41, of Hemingford Road, Cambridge; Mark Day, 45, of Whitefriars Meadow, Sandwich, Kent; Daniel Bell, 26, of St James Road, Emsworth, Hampshire; and John Maddox, 46, of Ellis Avenue, Rainham, Essex.

Salterton Police were due to exhume the body last night of Belinda Day, a suicide victim who, they say, was the target of violent gang rapes and sex abuse stretching back years.

Ms Day, known as “Binny”, threw herself off the 200ft cliffs of her home town of Budleigh Salterton 22 years ago. Friends described her as a girl who didn’t know how to smile.

Officers plan to take a sample of her DNA to attempt to solve the mystery surrounding her short, unhappy life and tragic death.

Ms Day’s father, brother and even her own son are all convicted paedophiles. Her late father William served nine months in prison for sex offences with a child.

Her charity fundraiser brother, Adrian “Tommy” Dance, is serving a sentence after he admitted raping and sexually abusing young girls. Mr Chalmers said that Dance, now 54, will be questioned about the case..

Her son, Carl Leslie, 27, was jailed last month for 42 offences against children. Leslie, from Horsham, Sussex, was given an indeterminate sentence on the 22nd anniversary of his mother’s suicide.

At midnight Devon and Cornwall police officers from Operation Goodrich, an investigation into sexual abuse in East Devon, planned to dig up Ms Day’s body from her plot at St Peter’s churchyard in Budleigh. Members of her family were to be in attendance.

The area was been cordoned off to allow police to use a digger to lift her coffin out of the earth. She will be re-buried today.

Detective Constable Mike Chalmers, who is in charge of the two-year-long investigation, said: “Binny was sexually abused and violently raped over an extended period. We will do whatever is necessary to bring her abusers to justice.”

Binny was 27 when she killed herself on the 17th anniversary of her father’s death. Friends say that the choice of date was no coincidence. A suicide verdict was recorded at a later inquest.

Police believe the mother of three was raped over a long period which led up to her death.

Mr Chalmers said that Dance, now 54, will be questioned about the case. He was confident that a number of arrests would be made as some suspects have already been identified, he said.

“All potential lines of inquiry have been exhausted, leading to this exhumation,” the detective said.

“An exhumation on consecrated ground in a church graveyard is a unique process and has not previously been conducted in Devon and Cornwall.”

He appealed for anyone who knew Ms Day in the 1970s and 1980s to come forward and contact officers.

Ms Day, one of 11 siblings who survived to adulthood, grew up in Exmouth and moved to Exeter when she married. She was found dead at the bottom of cliffs on March 3, 1989.

Friends say she was a troubled and complex girl with an inner torment. As a five-year-old she was asked why she did not smile, and she replied: “I don’t know what it means.”

She hated her photo being taken and the friend said the happiest she ever saw her was in 1972 when her father died.

One former teacher said she had a death wish — a “destructive fatalism”.

Her brother, of Budleigh Salterton, admitted 15 sexual offences when he appeared at Exeter Crown Court in June last year. Five other charges, which he denied, were dropped. His victims included five girls aged under 16, including one he abducted, in the 1980s and an adult woman in 1979.

He was well-known in the community for voluntary charity work, including helping to raise about £50,000 for children with cancer.

PAEDOPHILE truck driver James Connor yesterday made a bid to get out of jail on bail pending an appeal.

Connor - serving eight years for a string of sex attacks on young boys - appeared in court in Romania to appeal his conviction.

Judges will decide within days whether the longdistance lorry driver, from Bellshill in Lanarkshire, should be freed on bail.

Despite having been caught red-handed, Connor told reporters at court that he had been framed because of a disagreement with police.

Wearing a grey beanie hat and a dark blue jacket, he said: "I had an issue with the police. I'd rather not say any more at the moment."

Connor lured young boys into his cab for sex by offering them cash, chocolate and sweets. He videoed the abuse and showed them porn.

The 33-year-old was caught by police in the Vaslui area of Romania in August last year with two boys - one of whom had been reported missing.

A laptop with pornographic images of children were found in the lorry's cabin.

Detectives had linked Connor with a dozen other cases but only prosecuted one case to save time.

He was sentenced last month to 22 years in jail but he will serve only eight years because the sentences run concurrently.

Connor has been locked up since Christmas in the Isai maximum security jail, home to Romania's sickest cons.

A Record investigation showed a horrific catalogue of child abuse stretching back two decades.

At least 80 children have been trafficked to Scotland to face sexual exploitation and other forms of abuse including forced labour, benefit fraud and domestic servitude, a report published on Monday says.

The findings conclude that these cases are the tip of an iceberg, with many more child victims who have been sold, stolen and transported thousands of miles remaining unidentified.

The report – Scotland: a safe place for child traffickers? – criticises police for failing to secure a single conviction for trafficking, and the authorities for their poor response to young victims' needs.

In November, it emerged that a young Nigerian girl had been trafficked to Scotland, held prisoner and gang-raped. Her case was just one of several documented by the Scottish Refugee Council.

Some of the children identified have been forced to work in cannabis factories and private homes and pose as dependents for benefit scams. They came from a number of countries including China, Sudan, Somalia, Kenya, the Democratic Republic of the Congo and Vietnam. The youngest was 14 years old.

Child trafficking has long been considered an issue of border control, the study said, leading to those who have been trafficked being regarded as part of a problem, rather than as victims.

Scotland's commissioner for children and young people, Tam Baillie, and the Centre for Rural Childhood at Perth College University of the Highlands and Islands produced the report, and made a number of urgent recommendations.

They called on the UK government to review the national referral mechanism to strengthen co-operation between government agencies, and to appoint an independent human trafficking rapporteur accountable to the UK parliament. The authors recommended the Scottish government should ensure adequate resources are available to tackle the problem and act as a lead for local authorities to ensure that nationally agreed procedures are followed consistently at a local level.

Baillie said: "When children are raped or exploited as slaves in households or businesses in Scotland it becomes our national scandal. When we fail to notice, fail to pick up the signs and fail to act on children's trauma, it demands action. I hope this report, the first of its kind in Scotland, will take the issue out into the open and result in action and change for child victims of trafficking."

Professor Rebecca Wallace, director of the centre for rural childhood at Perth College UHI, said the report's findings address the previous lack of an evidence base regarding child trafficking in Scotland. She added the study was an opportunity to "harness the very evident willingness of professionals encountered during the research to improve the identification and treatment of children trafficked into and within Scotland".

I am posting it in good faith but choose to add the caveat that I have made no effort to establish its veracity nor can I confirm or deny there is a link between The Soho Groucho Club and the web site in question and if there is a link whether it is witting or unwitting, deliberate or as a result of spammers.

We are writing to you as a person of conscience who cares about the welfare and wellbeing of abused children and are asking you to support an inquiry into one of the largest child pornography networks in UK history operating on The Groucho Clubs web site forum. The Groucho Club website forum was operating on such a huge scale with 42,348 members 663,709 topics and 900,987 posts The discovery was reported to the Metropolitan Police Service and to CEOP by award winning filmmaker and writer Tyrone D Murphy who was investigating the clubs web site for chapter 13 of his book about the famous club.

The child pornographers were operating on the forum for almost a year and had thousands of posts made by child pornographers as late as September 2010. Much of the web pages and links were dedicated to photographs and videos of young children being made available for sex. The forum also had numerous other posts advertising videos and photography of RapeIncestBestiality and the rape of young Muslim children.

There is a massive cover up currently in place as the evidence is being destroyed as we write this. The Groucho Club forum pages were deleted quietly without informing the Police so action may have been taken against the child pornographers. Management of the Groucho club are the legal owners of the website and have completely ignored requests for information about the child pornography ring

A recent quote by Managing Director Mr Matthew Hobbs in the Guardian newspaper stated that the forum was "abused by Spammers "and he insisted that the problem arose "when we were switching servers from the old website" Clearly this was no simple spamming occurrence, it was a lengthy operation by a child pornography ring that were members of the Groucho Club forum and were posting gross and indecent material for almost a year unchallenged and unopposed.

Murphy, who won a libel action instigated against him by the Groucho Club has been writing a book about the Groucho Club for the past year and a half says "when you discover something so fundamentally wrong. So perverse you have a moral duty to put it right especially when the safety of children are concerned"

In order to prosecute those responsible for destroying the evidence it is crucial that a full independent inquiry is carried out. We would therefore ask to search your conscience and to support our call for a full independent inquiry of the case and to hold the management of the Groucho club accountable

Ombudsman could investigate child 'snatching' by courts
An independent Ombudsman could be appointed to investigate cases in which social workers and the courts are accused of taking children from their homes without justification.

Tim Loughton, the children's minister, is considering the landmark step after he grew concerned over a number of cases where children have been wrongly taken and placed for adoption.

He says he has become aware of a minority of "very questionable judgments" made by the courts in a number of "highly contentious" cases.

Mr Loughton said: "There is work needed to make sure that the small number of cases which go horribly wrong, and are difficult to justify, are tackled as well, so that people feel the adoption system is doing the right thing for children.

"I am working hard with judges, local authorities, voluntary organisations and parents to find workable solutions – which could include some sort of Ombudsman-type role."

Parents whose children are removed by the family courts can already appeal to higher courts against the decision. Any move to introduce an Ombudsman would need to include a clear guidelines on the circumstances in which he or she could overrule judges' decisions.

A Department for Education spokesman said: "The minister knows there's a problem with a small number of cases and he is looking at how the system can be made to work better. One of the options that he has suggested is an Ombudsman type figure or mechanism."

The move follows claims by campaigners that social workers are too eager to take children into care in cases where there is little clear-cut evidence they have been abused by their parents. They also claim that secretive family courts too readily endorse the actions of social workers at the expense of children's best interests.

Mr Loughton has appointed Professor Eileen Munro to examine child protection and the way social workers operate. He has also set in motion the Norgrove review into the workings of the family courts, which is due to publish its interim report later this month.

One of the most controversial cases in the family courts involved Mark and Nicky Webster, whose three children were taken into care in 2004 after doctors claimed that leg fractures on the middle child had been inflicted deliberately.

They were adopted before new scientific evidence came to light suggesting that the boy could have been suffering from scurvy.

Yet in 2009 the Court of Appeal ruled that even though the decision to remove the children had been wrong, the adoptions were final. The couple were allowed to keep their fourth child.

Mrs Webster, 29, of Cromer, Norfolk, last night welcomed the Ombudsman proposal. She said: "Cases like ours need to be looked at to see if mistakes have been made and if they can be put right. Its important to have someone independent doing that away from the strong feelings of social workers and court appointed guardians."

Controversial case: Mark and Nicky Webster

Mark and Nicky Webster fought tooth and nail to prove they had not harmed their little boy after their three eldest were taken into care.

But despite the Appeal Court ruling they were victims of a miscarriage of justice they have been told the family cannot be reunited.

Mr and Mrs Webster's three children were taken into care in 2004 after doctors claimed that six tiny fractures found on the middle child had been inflicted deliberately. All three were later adopted.

Three years later new scientific evidence came to light which suggested that they boy could have suffered from a rare case of scurvy.

However, despite the Court of Appeal ruling in February 2009 that the decision to take the children was wrong, it was too late to return them because their adoption was final.

The ruling stated that "after three years it was in any event too late to set the orders aside, and that it would not be in the interests of the children to do so".

Lord Justice Wall said social workers and medical staff had only done what they thought was best for the injured child.

During their fight to regain custody of their children Mr and Mrs Webster fled to Ireland to prevent their fourth child, Brandon, being taken from them at birth.

They returned to their home in Cromer, Norfolk, a year later, where, after a long legal battle, Norfolk County Council dropped proceedings to take Brandon into care after accepting that he was in 'robust good health'.

Mrs Webster, 29, said: "You see cases on the news about people harming their children. It's beyond belief that we were put in a similar pigeon hole to that."

Controversial case: Fifteen minute hearing

Two young children were taken from their mother by social services after a 15-minute hearing during which a judge failed to take evidence from her or her sons.

The woman said she was given no chance to say goodbye to them as police and social services took the children before had returned from the court hearing.

A High Court judge later said he was "aghast" at the decision and ordered the children to be immediately returned to their parents, saying the judge's hasty decision was "not acceptable".

The mother said that she was physically sick when she learned the boys had been taken without her even seeing them.

She said: "The judge didn't want to know what we had to say. How someone can take such as decision like that without hearing from the children's mother is beyond me."

She said problems started when one of the boys fell in the house and banged his right ear. The mother, who was already involved with social services because the boys have learning difficulties, telephoned the case worker who recommended she take him to hospital.

He was checked and sent home. When the same thing happened a week later social services again had him examined at hospital, but this time instigated an emergency care order.

She said she was given 24 hours notice of the court hearing, in Derby, and given the necessary paperwork 20 minutes before it began.

Following the judgement, the mother said she raced home in a taxi to see the boys, only to find police and social services waiting for her outside her house. When it emerged her fiancée had taken them to a relative, she started going there but was told that the authorities had beaten her to it.

She said: "I was physically sick. I could not believe it. I didn't even get a chance to see them."

Controversial case: Tim and Gina Williams

Tim and Gina Williams's three children spent two years in care because social workers wrongly believed that they were at risk of abuse.

Their son and two daughters were placed with separate foster families despite there being no evidence against the couple, from Newport, South Wales.

As a result, they missed their children's birthdays, Christmases and their first days in new schools.

The Williams were finally exonerated at the High Court in October 2006 and the children, now aged 16, 13 and 11, were returned to them.

Two years later the High Court awarded them a "six figure" sum in compensation and Newport City Council issued them a full written apology

Their nightmare began in August 2004, Mr Williams called the police after finding his youngest daughter, then aged five, naked from the waist down with an 11-year-old friend on top of her.

The girl was taken to hospital for a precautionary check-up. Here a doctor claimed to have found evidence of long-standing abuse – but by an adult, not another child.

Mr Williams and his wife were told that they were under suspicion and the children were taken into care. A second doctor confirmed the evidence of abuse and the couple were restricted to supervised weekly visits to their children.

There were only exonerated after a US expert in child abuse examined the evidence and disputed the claims by the British doctors, who subsequently accepted that they had been mistaken.

The council conceded that the children should never have been taken from their parents on the basis of the evidence.

Speaking before the settlement awarded by the High Court, Mr Williams said his children's ordeal had left them scared and insecure. He said: "They were ripped from us and still don't understand why. They think it was because they were naughty, even though we've tried to explain it to them as best we can.

"All three are extra clingy and constantly fight for our attention. If they don't see us at the school gates the moment the bell rings they freak out, so we have to get there 10 minutes early and stand in exactly the same spot. We take them everywhere with us because they refuse to go to babysitters."

The press can be unforgiving when it comes to the failure of the authorities to protect victims from crime. And two types of crime in particular – crimes against disabled people, and rape – attract particularly vehement criticism in this paper and others victims are let down by the authorities.

Sometimes the authorities bite back. This week, the law officers – the attorney and solicitor general – are in court referring four rape cases to the court of appeal on the basis that the sentences are unduly lenient.

The power to refer "unduly lenient" sentences is exercised in about 100 cases a year, and essentially involves cases in which the law officers think the sentencing judge messed up. Or to use the official language, the sentence given in the crown court "falls outside the range of sentences which the judge, applying his mind to all the relevant factors, could reasonably consider appropriate".

When it comes to the rapes that fall into this category, they are by definition the kind of offence that represents every woman's worst nightmare. The man who breaks into a stranger's home in the middle of the night, the student who binds, gags and rapes another student in their university halls of residence, photographing her ordeal, or the man who poses as a parcel delivery man, armed with a self-assembled "rape kit" to attack an unsuspecting woman at the front door. These are three examples of rape cases presented by the solicitor general in the court of appeal this week, arguing for a tougher sentence.

There have been various criticisms of this system – not least the fact that there is an element of randomness in the cases that get referred. The law places the burden of deciding which cases to appeal on the law officers, and they in turn rely on victims and prosecutors to prompt them.

Attempts to expand the powers to refer unduly lenient sentences were resisted under former attorney general Lord Goldsmith in part on the basis that the court of appeal couldn't handle the additional workload, although that seems a questionable legal foundation for deciding which cases get sent back to court and which don't.

Referring unduly lenient sentences doesn't really count as the state admitting it got things wrong – the law officers can place the blame squarely at the feet of the trial judge. But it is – imperfect or not – one mechanism by which the state seeks to correct mistakes.

And then there are those who will admit that the state gets things wrong. The director of public prosecutions has just made a speech admitting that the authorities "are still in the foothills when it comes to disability hate crime and supporting victims and witnesses with disabilities". Speaking at the University of Sussex, Keir Starmer has acknowledged that disabled people lack confidence in the criminal justice system, and that prosecutors have to do their part in reversing that.

Starmer cites figures that in London, almost double the number of disabled people have suffered some sort of harassment or crime than people without disabilities. Research by Mencap demonstrates that 90% of people with a learning disability had experienced bullying and harassment.

Yet only 506 people were charged with hate crimes against disabled people last year, compared to 9.214 for religious and racially aggravated crimes. And Starmer admits that the kind of incidents reported by the Guardian where both the police and prosecutors have humiliated disabled people by failing to take them seriously, are part of the problem.

But he also points out, and I agree, how complex the issue can be. For example, Starmer referred to another story in the Guardian about a man named Jim Watts, featured in our miscarriages of justice section "Justice on Trial". Watts is challenging the safety of his conviction after he was convicted of sexual assaults on severely disabled women after the victims gave their evidence by blinking or pressing buttons on their wheelchairs to indicate 'yes' or 'no'. His lawyers are arguing that their testimony is "unreliable".

Starmer on the other hand, presents this as the way forward for prosecutors, who should be doing more to enable disabled people to be heard by the courts and have cases againt them taken seriously.

There is no trade-off between rights of victims to be treated fairly and rights of defendants to have a fair trial – both are equally important and this is one of the issues that flags up how difficult that can be. But to have a chief prosecutor who admits that a dilemma and a problem exists, is at least a breath of fresh air.

Children's minister Tim Loughton is considering whether "highly contentious" adoption cases should be investigated by a government-appointed ombudsman, Community Care can reveal.

As the government launched updated guidance designed to improve adoption rates for children in care, Loughton told Community Care he was also concerned about any case where a child is wrongly removed from its parents and placed for adoption.

Loughton said he was aware of a minority of "very questionable judgements" made by courts, before revealing that he is contemplating "some sort of ombudsman system" to investigate highly contentious cases, in the hope of finding solutions.

"There is a lot of work to do to make sure we have more adopters and swifter, better quality adoption placements, but there is also work needed to make sure that the small number of cases which go horribly wrong, and are difficult to justify, are tackled as well so that people feel the adoption system is doing the right thing for children," he said.

Currently there is no such inspection framework for family law cases, but Community Care understands the changes could be considered as part of wider family court reforms the government is looking to make, through the ongoing Family Justice Review.

Loughton also hit out at the family courts system for being "too process-driven", which, he said, was leading to delays in decision-making for children.

"I think the courts are too process-driven. There are some cases where very clearly there is no way back to a child's birth parents and the child is a strong candidate for adoption. Do we need to go through quite as many processes for that child as for another where it is not such a clear cut decision? I think we can use a more proportionate approach in many cases."

Loughton said he is trying to encourage local judges and adoption panels to discuss areas of "huge disconnect" before any new guidance for the family courts is contemplated.

"Whenever I speak to adoption services and adoption panels they say their job is being made harder because of court processes and delays: in getting the hearing; in the fact that judges are always asking for that extra expert witness statement and so forth.

"Then I speak to judges and they say adoption panels are taking so long to process paperwork, hold meetings and bring cases back to court. There just seems to be a huge disconnect at the moment."

"If we have better communication we might find that we can streamline the system better before we have to bring in any new guidance. We've got to make sure that both sides, judges and adoption panels and social workers, are talking to each other. Then we can look at ways to make adoption panels more effective and ways that judges can do their job more effectively."

Loughton said he hoped the family justice review, due to publish its interim report at the end of March, would provide "strong steers and advice" and lead to "greater transparency in the family courts".

Hi,

it is clear that the VBS & CRB system is inadequate and in fact dangerous.

One only needs to note the number of sick paedophiles that have gained access to children despite the system and there is also no way to prevent the sick maliciously alleging individuals are either victims or claiming people are perpetrators with little recourse.

The entire structure requires revamping and strengthening to protect both children and the victims of perverts who derive pleasure in abuse by making accusations without a shred of valid admissible evidence, as with the likes of Anne Greig, David Icke, Matt Quinn, Steven Milne, Ian McFerran, Robert Green and their ilk.

Labour’s much criticised Vetting and Barring Scheme (VBS) will no longer go ahead, with the vetting of individuals “very significantly” curtailed.

Only those in sensitive posts or who have intensive contact with children or vulnerable people will need to be cleared and undergo criminal record checks.

Instead of millions having to register themselves with the Independent Safeguarding Authority (ISA), which would conduct criminal record checks and oversee a national database, the onus will shift to the employer to ensure staff are properly checked and cleared to work.

The number of people affected is expected to more than halve.

In a related move, criminal record checks will no longer be sent directly to potential employers but to the individual first to allow them to challenge any concerns or suspected errors.

New rules will also pave the way for minor offences in the past to no longer be included in checks.

The Coalition pledged to restore vetting to “common sense” levels.

The reform, to be included in the Freedom Bill published next week, aims to reverse the notion that everyone is a potential risk to children.

A Whitehall source said the proposals would result in a “very significant scaling back” of the vetting scheme.

“It will tread a sensible line between, on the one hand, making sure that sensible people, volunteers and everyone, are not let down by this ridiculous, bureaucratic system and on the other hand protecting children and passing the 'school caretaker test’.”

The VBS was set up in the wake of the Soham murders. Ian Huntley was given a job as a school caretaker after checks failed to pick up sex-related allegations.

The scheme was to have taken effect last autumn but was halted by the Coaltion pending a review. The VBS will not go entirely, but will be dramatically reduced and is likely to be renamed.

The £80 million ISA will be merged with the Criminal Records Bureau into a single organisation responsible for checking people’s backgrounds and clearing them for work.

Four couples took over a quiet cul-de-sac in rural Wales and set-up a sex cult after moving from London, a jury heard.

Leader Colin Batley, 48, allegedly used four women to find him victims while organising three-in-a-bed sex sessions.

He used his position to rape both boys and girls, to make children engage in intercourse together and to persuade the women to join in, the court was told.

The grey-haired man, described as ‘evil and manipulative’, was allegedly a sexual predator who used others to do his bidding.

Batley even persuaded three women to get identical tattoos to show their membership of the cult in the seaside village of Kidwelly, near Carmarthen, the jury at Swansea Crown Court heard.

Peter Murphy, prosecuting, said Batley held regular meetings of the 'quasi-religious cult' where he preached from a text called The Book of the Law and warned of dire consequences if the women did not do as told.

He said: 'He (Batley) is the principal. The four families became closely intertwined, that is common ground. It became much more than that, a cult.

'The usual restraints went out of the window. Some took part in wife swapping.’

Defendants Batley and his wife Elaine, 47, Jacqueline Marling, 42, and 35-year-old Shelly Millar all got properties in the street.

Mr Murphy said one teenage girl would tell the court later how she attended a Halloween party and saw two women performing oral sex on two men.

A teenage boy would say he had a 'threesome' with Elaine Batley and Jacqueline Marling, and intercourse with Shelly Millar, all before he was 16.

Batley and Marling admitted having sex with the youth but claimed it had been a 16th birthday present, the prosecutor said. Millar denied ever having sexual intercourse with him.

Another girl allegedly had a threesome with Colin Batley and Jacqueline Marling.

On a separate occasion Batley made a 16-year-girl have sex with a boy of 15 while Marling filmed it on a camcorder, it was alleged.

Mr Murphy said in 2000 Colin Batley travelled to Bedfordshire to advise the daughter of a cult member about her marital problems, and had sexual intercourse with her before returning to Wales.

The five defendants deny a total of 33 charges, including rape, indecent assault, forcing a girl to work as a prostitute and inciting a child to have sex.

A sixth defendant, 70-year-old Vincent Barden, from Kempston, Bedfordshire, has admitted twice indecently assaulting an underage girl but denies rape.

The trial continues.

A predatory paedophile - dubbed 'Al the Paedo' by work colleagues - was jailed for ten years today after he filmed himself repeatedly abusing two young girls and hoarding 200,000 indecent images of children.

Alan Potbury, 38, carried out sickening sexual abuse on two six-year-old girls over a period of three years - attacking one victim he babysat for after befriending her parents.

Former deliveryman Potbury took pictures and filmed his horrifying sexual crimes on a mobile phone before downloading the footage onto his computer.

He was finally caught when the mother of one of his victims saw her daughter kissing her brother and explained that Potbury had shown her how to do it.

Police raided his home in Weston-super-Mare, Somerset, and uncovered almost 200,000 indecent images and movies stashed on mobile phones, DVDs and his computer.

Potbury admitted a total of 35 counts at Bristol Crown Court, including seven counts of assault on a child under 13 and five of sexual assault on a child.

He also confessed to 12 counts of taking photographs or movies of the abuse, as well eleven other counts of downloading thousands of child porn images and movies from the internet.

Jailing him for ten years, Judge Neil Ford QC told Potbury his catalogue of abuse had been a 'flagrant and dreadful breach of trust'.

'As they are young children it is impossible to presently assess the damage you have done to their development. But your activity is something they will have to deal with when they have an understanding of these matters. It was a significant ordeal for them.

'I have read the impact statement from the parents and they say they have lost trust in humanity and talk of their self blame, although that's not warranted, and their anger.

'The other victim's mother talks of anger, loss of trust and self blame. Again in her case it obviously was not her fault but that is of little comfort to her.

'Your behaviour demonstrated you have an attraction to young children, indeed very young children, which you find it difficult to control. Your offences constituted a dreadful breach of trust and the fact was that you took the opportunity to make explicit records, including movies, of your activities.

Bristol Crown Court heard Potbury was known by work colleagues as 'Al the Paedo' because of his crude and sexual comments about children and women when he made home deliveries.

The court heard bespectacled Potbury, who stared straight ahead throughout the two-hour hearing, had received a caution for indecently assaulting a girl under the age of 16 in 1993, while he babysat for her.

James Ward, prosecuting, said it was the Crown's case that 1993 was the start of a period in Alan Potbury's life that culminated in him abusing the two young girls.

Mr Ward said: 'Alan Potbury came into the friendship circle of the household. As the friendship got stronger they would see him at least once a month - then once or twice a week.

'The victim's mother says she thought nothing of it and that Alan would often stay over on the sofa.' Potbury's babysitting duties became more frequent in 2010 when the girl's mother started an evening course and her husband left the marital home.

Mr Ward told the court: 'The victim's mother says Alan would quite regularly read the child a bed time story or help bath her other two children.'

Police found images and movies - complete with times and dates - of him abusing the youngsters at his home in Weston-super-Mare, Somerset. They also found near identical images and videos of him attacking another six-year-old girl back in 2007.

The footage had been burned onto DVDs and downloaded onto Potbury's computer.

Officers also found a total of 190,031 other indecent images that the defendant had downloaded onto his machine from the internet between 2001 and 2010.

Of those abuse pictures, 121 were level five - the most serious abuse category there is. Over 100 child porn movies were also discovered - of which four were categorised as level five.

A statement read out by the prosecution on behalf of the devastated father of one of the victims accused Potbury of preying on his family - just so he could get his hands on his daughter.

He said: 'I now firmly believe that Alan Potbury got close to my family to get close to my children. I thought it was my wife who he was interested in and not my children.'

Police also investigated Potbury's other hobby - as a volunteer for the coastguard - but the court was told there was no evidence of offending. Derek Perry, defending Potbury, said he accepted his client could be facing a lengthy jail term and said he could not deny the crimes were 'reprehensible'.

He claimed Potbury had suffered from Klinefelter's syndrome - a sex chromosome disorder which meant he grew a breast as a teenager.

Mr Perry told the court that after having the breast removed, and being rendered infertile, his client suffered depression which may have driven him to commit the offences.

He also stressed that Potbury vehemently denied he had targeted women or families with young children.

As well as ten years in prison, Potbury was also ordered to sign the Sex Offenders Register for life and the material he collected was ordered to be destroyed.

A 23-year-old music teacher from Fife has been jailed for a minimum of five years for abusing 16 young boys.

Andrew Kingsley, from Dunfermline, admitted committing a string of sexual offences against boys as young as 12 between 2006 and 2009.

Kingsley, who was known as Olly, worked at a school in Fife for five months until his arrest in December 2009.

The teacher, who groomed his victims over the internet, was also placed on a life long restriction order.

On sentencing Kingsley, Judge Lord Pentland said: "The worst aspect of this sustained criminality, in my view, was your devious manipulation and relentless pursuit of numerous adolescent boys, all but one of whom were under the age of legal consent, for the purposes of your own sexual gratification.

'Influential role'

"You groomed your victims over the internet so as to develop abusive relationships with them.

"In some cases, the internet contact progressed to the stage of your meeting the victims in person and then physically abusing them."

Lord Pentland added: "In relation to some of your victims, you clearly occupied a position of trust and authority, either as a teacher or in some other influential role".

"Many of your victims looked up to you and admired you, but you took advantage of their emotional and sexual immaturity for your own selfish purposes."

The abuse took place in locations in Fife, Glasgow, Ayrshire and London.

Kingsley was a graduate of the Royal Scottish Academy of Music and Drama and he had also been involved in a number of youth theatres.

Police said the teacher had been through all the relevant disclosure checks.

But they were alerted after the parents of a 12-year-old boy found explicit texts on their son's mobile.

Fife Constabulary said Kingsley made extensive use of the internet to befriend children conducting "virtual" conversations online via social networking sites to seek out his victims and gain their trust.

Garry McEwan, a senior investigating officer with Fife Constabulary, told BBC Scotland: "The sentencing brings to a close a groundbreaking investigation for Fife Constabulary.

"The case shows the global reach of internet crime.

"I can not overstate the devastating impact Kingsley's actions have had on his victims and I would like to take this opportunity to recognise their courage and bravery throughout this investigation."

Expect to hear of this specimen again in the future.

Let us hope thaty when he next offends he is caught and that by then sensible sentencing pertains. I would welcome the death penalty for child abusers, rapists and those who abuse women or commit murder a second time.

I believe it is the duty of society to protect the innocent.

5 years is a derisory sentence for the obscenity of Kingsley's abuse of trust and the damage he has clearly done to these children.

A man snatched a 10-year-old girl off the street and abused her shortly before taking his three-year-old son on holiday.

Kevin Holmes, 28, bundled his victim into the boot of his car, assaulted her and then abandoned her on wasteland.

He drove straight from the scene in Fleetwood, Lancashire, and picked up his three-year-old son for a week's break in Yorkshire.

Holmes, of Crosby, Liverpool, even rang the mother of his child days later to warn that a paedophile was on the loose in the area, Preston Crown Court heard.

Jailing him indefinitely, Judge Christopher Cornwall said it was an 'utterly appalling case of sexual depravity'.

Holmes was sentenced to serve a minimum of five years for public protection and will not be considered for parole until then.

Holmes acted out his 'grotesque' sexual fantasies with no regard to the 'dark shadow' it would cast over the young girl, the judge said.

Holmes then drove off to a piece of waste ground where he went on to sexually assault her on the afternoon of May 9 last year.

Her 30-minute ordeal ended when he dumped her at the scene and ordered her not to turn around or he would kill her by drowning her in a pond, the court heard.

Judge Cornwall said: 'Ordinary decent members of the community hearing the terrible details of what you did to this girl are likely to react with disbelief that anyone could act with such inhumanity towards a 10-year-old girl.'

Holmes admitted kidnap, assault occasioning actual bodily harm and sexual assault.

He went on trial in December on a further charge of raping the girl but a not guilty verdict was ordered to be returned after the child felt unable to be cross-examined over her trauma.

The girl had left her home for the short walk to a sweet shop after her mother gave her £1.

She left the shop to stroll across to meet her friends in a nearby play area when the chance encounter with the defendant happened.

Holmes stood next to the open boot of his Vauxhall Astra as she passed and he asked her for help which she sensibly refused, prosecutor Richard Haworth said.

'As she tried to walk away she was grabbed and manhandled into the boot of the car,' he said.

'She was in a position of darkness as the defendant got back into the car and it drove off.'

He told the court the car later stopped, Holmes opened the boot and, after assaulting her, told her 'to keep still and asked how old she was.

'In a bid to try and prevent anything further taking place she said she was only eight.'

Holmes then set off for wasteland next to an equestrian centre in Rossall Lane where he parked and then pulled her from the boot into the rear of the vehicle where he sexually assaulted her and then acted indecently in front of her.

His parting shot was to threaten to kill her as he abandoned her where she successfully sought the help of a passer-by and raised the alarm, Mr Haworth said.

Within minutes Holmes was at the home of his ex-partner to pick up his son.

The prosecutor said: 'She says he turned up and appeared to be acting perfectly normal and was even having a laugh with everybody in the house.

'''Kevin told people to kiss our son goodbye and then they both left', she said.'

Holmes later returned from the holiday but not before committing a 'supreme act of deceit' during the break with a phone call to his ex-partner.

'She said Kevin explained that a young girl had been taken from the park and that I had to keep an eye on my son,' he said.

'I assumed he was being a caring dad but during that phone call he implied I was a bad mother and that I let him wander around his own.'

Police undertook an extensive manhunt as DNA traces from the attacker were detected.

Holmes had no previous convictions so was not thought to be on the DNA database but it is understood the sample proved to be a match with a close family member.

When arrested at his home in Liverpool a month later, he told officers: 'I hold my hands up, I can't stay on the run. I've abducted a child and sexually assaulted her.

'I've never done anything like this before.'

The girl showed great courage in providing as much information as she could soon after her ordeal and had provided an 'astonishingly accurate' description of his facial features which was distributed by the police.

She suffered bruising and had undergone a considerable medical examination including tests for HIV and other sexually transmitted diseases.

In mitigation, Janet Ironfield said Holmes was a man of previous good character who came from a respectable family background.

Written testimonials outlining his character had been submitted from his family, friends and neighbours, and his family continued to support him, she said.

She added that he maintained he had not rehearsed indulging in his sexual fantasy, had never set eyes on the child before and had not pre-planned the attack.

Sentencing, Judge Cornwall said: 'Most decent people will struggle to understand how anyone could entertain such depraved thoughts in the first place but to go beyond the realms of fantasy to make it an act of reality is simply grotesque.

'She had ceased to be a vulnerable child as far as you were concerned.

'She was but a vehicle for you to achieve sexual satisfaction.

'When you took hold of her and put her into the boot of your car you took hold of her whole future life and put it in grave jeopardy.

'In her most heart-rendering victim impact statement, her mother said 'it really frightens me as a mother, how will she end up now, is she going to be different now, how will she cope if she does not speak about it, what is she thinking, how will this affect her?

'Every single one of those questions is pertinent. Each one is asked for one reason only - because of what you (Holmes) did to her.

'What makes all this terrible business even more dreadful is that you had travelled there to pick up your own child child in order to take him on holiday.

'While waiting for the appointment time to collect him you saw this girl and you were completely unable to control this bizarre sexual impulse, did all that you did towards her and picked up your son thereafter as if nothing had happened.'

He concluded: 'The harm you have done remains beyond calculation. You exploited her innocence for your own gratification without giving any thought to the harm you caused her.

'You have cast a very dark shadow over her childhood. No-one at the present time knows how long that shadow will last. This is a terrible burden for her and her parents.'

He said he was satisfied he was 'highly dangerous' and continued to pose a strong risk to under-age children.

The judge stressed he would only be released by the Parole Board if it was content that risk was no longer present.

If released Holmes, of Coney Crescent, would be on licence and could be recalled at any point if he breached its terms, he said.

In a statement, the girl's family said: 'We as a family still find it hard to come to to terms with what has happened to our daughter and will do for a long time, if not for the rest of our lives.

'No matter the sentence today, it will never make this go away.

'What this man did to our little girl is horrific. She or any other child should have been able to feel safe playing around the corner in the park in broad daylight.

'We have to deal with challenges day by day, her innocence has been taken from her by this man's actions but we will be strong and have to get her through this.

'She has changed, there is no doubt, but we have to accept this and carry on as best as we can.

'She is the bravest person we know and we are extremely proud of her.

'I feel no matter what rehabilitation he (Holmes) receives the fact is he will remain an extremely dangerous individual.

'I am already scared that when he is released that he will do this again to another child - that it could be worse for that child.

'We are just glad that he did let our daughter go.

'But knowing what he did and what he is capable of is very frightening.

'We would like to thank everyone for their help, advice and support during this, including Lancashire Police, the doctors at The Safe Centre, even members of the public who came forward offering information which helped lead to the arrest and conviction of this man.'

Outside court, the child's mother said: 'I think it's disgusting that he phoned his former partner knowing that he did it. It is hard to put into words how I feel.'

Detective Superintendent Neil Esseen said it was one of the 'most harrowing cases' he had dealt with in his 25 years of experience in serious crime.

'What he did was reprehensible and, in my mind, bestial,' he said.

'It was a terrible offence and my heart goes out to the girl and her family.'

A mother's fall causes her to lose her child

A woman who was temporarily paralysed in a fall had her baby taken into care while she lay in hospital, writes Christopher Booker

In recent months, I have reported on many disturbing examples of how our system of “family protection” has gone horribly off the rails, but none is more bizarre than this week’s. As usual, I am legally barred from identifying the mother at the centre of this case or giving many other details, but she is in her mid-thirties, has various academic qualifications and some time back returned to England after 10 years working in America. There, among other things, she had worked as a counsellor in Guantanamo Bay, but what she saw there led her to start a new career as a financial adviser.

In September 2009, after a difficult pregnancy, she gave birth to a daughter, by an old friend with whom marriage was not possible. Two months later, she was sitting on her mother’s windowsill, dressed in a coat and hat ready to go out, when she fell, snatching at a curtain in a vain attempt to save herself.

She woke up in hospital, paralysed from the neck down. Soon afterwards, a nurse handed her a phone. It was a social worker from the local council, to tell her that her daughter – who was being looked after by her sister – was to be placed in care and put up for adoption within six weeks. “I was so paralysed,” she says, “that I couldn’t wipe the tears from my eyes.”

Because she was very fit (having been something of a star athlete), she made a miraculously quick recovery, and was discharged from hospital – after a psychological evaluation which confirmed that her fall was accidental and that she posed no risk to herself or anyone else. Still, in January last year the social workers applied for an interim care order. She was told that this was because her baby was at “potential risk of harm” due to her “suicide attempt”, and that she was in a “violent relationship” – whereas there had been no man in her life for over a year.

The interim order was issued, as is routine, but the social workers were told to produce evidence for their case, and the baby was allowed to remain with the mother’s sister’s family. The mother was given a hair-strand test which, she was startled to be told, showed “traces of cocaine” and “chronic excessive drinking”, though she rarely drinks, and a re-test for cocaine was negative.

In March, another hearing was cancelled because the council’s documentation was not yet available. In April, a case management conference was cancelled because the local authority was “not prepared”. Another hearing was adjourned in May because the council’s paperwork was incomplete, and in June it was cancelled, for the same reason.

The baby was still in the care of her aunt and the mother was allowed regular visits, in the presence of a “contact supervisor”, who was impressed by the happy bonding of mother and daughter. This supervisor was invited by the mother to attend a Family Group Conference, which looked at a pile of her reports provided by the social workers. When the mother queried some of the documents’ dates, particularly one or two which were critical of her, the supervisor insisted, to general surprise, that they weren’t written by her. The social workers were asked to look into how the notes had been “edited” – but the supervisor was suspended from the case and has subsequently been given little work by the council.

In August, an order was made that the baby should be put into foster care, and that no family members other than the mother should see her. (The aunt’s young daughter, who had come to look on the baby as her own little sister, was heartbroken.) In September, the baby was placed in a foster home 35 miles away (making regular visits extremely taxing). A new contact supervisor, however, remained positive about the mother-baby relationship.

In October, an Issue Resolution Hearing was cancelled at short notice when the council’s legal team said it had not been supplied with necessary documents. In December another hearing was cancelled for the same reason. The magistrates then said they wanted the case sent to a county court.

It now seems the next hearing will be in May, 18 months after mother and child were parted. Fortunately, the mother is a bright, determined and organised woman, whose child is the centre of her life. Otherwise, subjected to such treatment, like many parents before her she might long since have cracked.

The leader of a paedophile ring which sexually abused young children and shared the images has been jailed.

Colin Blanchard, 40, of Rochdale, admitted a string of sex offences. He received an indeterminate sentence, and must spend at least nine years in jail.

Two women were also sentenced. Tracy Lyons, 41, of Portsmouth was jailed for seven years and Tracy Dawber, 44, of Southport, was jailed for four years.

Plymouth nursery worker Vanessa George, 40, was jailed in 2009.

'Warped and wicked'

She received an indeterminate sentence, as did the fifth member of the ring, 40-year-old Angela Allen, of Nottingham. They were given minimum terms of seven years and five years respectively.

Mr Justice Royce, sitting at Bristol Crown Court, said Blanchard was guilty of "breathtaking depravity", and described him as "warped, wicked, dangerous and devious".

Det Con Andrew Piling said the case was disturbing and unique

Prosecutors described all the defendants as being involved in "one of the most sickening paedophile rings this country has seen".

Blanchard, a father-of-one, met the women over the internet and convinced them to sexually assault young children and send him the images.

The ring was broken when a colleague of Blanchard found child sex abuse images on his computer in June 2009 and called police.

Victims of clerical sex abuse have reacted furiously to Pope Benedict's claim yesterday that paedophilia wasn't considered an “absolute evil” as recently as the 1970s.

In his traditional Christmas address yesterday to cardinals and officials working in Rome, Pope Benedict XVI also claimed that child pornography was increasingly considered “normal” by society.

“In the 1970s, paedophilia was theorised as something fully in conformity with man and even with children,” the Pope said.

“It was maintained — even within the realm of Catholic theology — that there is no such thing as evil in itself or good in itself. There is only a ‘better than' and a ‘worse than'. Nothing is good or bad in itself.”

The Pope said abuse revelations in 2010 reached “an unimaginable dimension” which brought “humiliation” on the Church.

Asking how abuse exploded within the Church, the Pontiff called on senior clerics “to repair as much as possible the injustices that occurred” and to help victims heal through a better presentation of the Christian message.

“We cannot remain silent about the context of these times in which these events have come to light,” he said, citing the growth of child pornography “that seems in some way to be considered more and more normal by society” he said.

But outraged Dublin victim Andrew Madden last night insisted that child abuse was not considered normal in the company he kept.

Mr Madden accused the Pope of not knowing that child pornography was the viewing of images of children being sexually abused, and should be named as such.

He said: “That is not normal. I don't know what company the Pope has been keeping for the past 50 years.”

Pope Benedict also said sex tourism in the Third World was “threatening an entire generation”.

Angry abuse victims in America last night said that while some Church officials have blamed the liberalism of the 1960s for the Church's sex abuse scandals and cover-up catastrophes, Pope Benedict had come up with a new theory of blaming the 1970s.

“Catholics should be embarrassed to hear their Pope talk again and again about abuse while doing little or nothing to stop it and to mischaracterise this heinous crisis,” said Barbara Blaine, the head of SNAP, the Survivors Network of those Abused by Priests,

“It is fundamentally disturbing to watch a brilliant man so conveniently misdiagnose a horrific scandal,” she added.

“The Pope insists on talking about a vague ‘broader context' he can't control, while ignoring the clear ‘broader context' he can influence — the long-standing and unhealthy culture of a rigid, secretive, all-male Church hierarchy fixated on self-preservation at all costs. This is the ‘context’ that matters.”

The latest controversy comes as the German magazine Der Spiegel continues to investigate the Pope's role in allowing a known paedophile priest to work with children in the early 1980s.

Two senior judges of the immigration court rule it illegal, under the Human Rights Act, to deport an asylum seeker who dragged along under his car a dying 12-year-old girl he had run over – because it would be in breach of his right to enjoy “family life” with his children (even though he no longer lives with them).

How strikingly this contrasts with the suffering inflicted on those parents whose five children, as reported here more than once, were snatched from them last April by London social workers, on suspicions which have since, it appears, turned out to be malicious fabrications.

A council whistleblower has said that, at a recent case conference, the social workers admitted that maybe they had made a mistake, and that the mother they had falsely accused was in fact devoted and blameless. But apparently, because of “press interest” in the case, the officials agreed that the council could not afford the very damaging publicity which might follow if the unhappy children were reunited with their parents. It was therefore vital that the council should continue to justify its actions.

The case comes up again in court very soon. In the name of this family’s human rights, it must be hoped that the judge examines the evidence very carefully indeed.

Why the Facebook campaign on child abuse is misguided

Nothing quite brings out my more miserly and rancorous qualities like a Facebook campaign. And the ‘cartoon character’ campaign is no exception.

For those of you yet to have the displeasure, the campaign asks Facebook users to change their profile picture to a cartoon character in order to prevent child abuse. Or raise awareness about child abuse. Or just remind us that ‘abusing kids is bad LOLZ!’

I wasn’t clear on the detail.

In any case, there are two principle reasons for my finding this particular campaign somewhat irksome.

Firstly, I find it irresponsible to promote such an emotive cause without giving any thought as to how that cause is framed. The response to child abuse changes arbitrarily, depending on the contemporaneous narrative of the press.

The usual media response to child abuse stories is to vilify social workers and demand that children are removed from their homes. This response is certain to change the moment the Daily Mail publishes a spurious tale of a child being put into care on superficially ridiculous grounds. Given that these issues can make or break a family unit, and that social workers are under real pressure to respond to whatever the conventional wisdom of the time is, I can’t help recoiling.

It is testament to the hysteria endemic in these types of campaigns that some users have removed their pictures, believing the ‘campaign’ to be hatched by a paedophile ring. What these amorphous paedophiles stand to gain remains unclear; apparently the mere existence of cartoons is now aphrodisiac enough for them.

Secondly, I find these types of campaigns to be both ineffective and misguided. The fact is, the single biggest threat to children at the moment is the imminent and substantial cuts to social service budgets. Social workers are already stretched to their limit: what happens to their ability to help abused children after a grave loss of resources is anybody’s guess.

But instead of trying to resist these measures, hundreds of Facebook users have uploaded a jpg and then patted themselves on the back for a job well done. This type of ineffectual campaigning, in my mind, trivialises genuine efforts to confront issues like child abuse, not least because it encourages people to think that a kitsch gesture is action enough.

True, we are not all tubthumping activists, but there is a middle ground between shutting down Topshop, and a Topcat avatar. A petition to get the issue discussed in parliament, a money-raising drive, or – better yet – sharing information that helps people understand child abuse a little better, would all be more effective than the current effort.

I don’t doubt that those who have changed their pictures are well-intentioned. I also have no issue with social media-based wackiness per se.

But this is a time where taking action against immoral behaviour is imperative. To that end, a campaign that encourages people to believe they can make a change by doing nothing seems incredibly damaging.
